Hirono, Colleagues Introduce Legislation to Save Lives, Protect Communities from Gun Violence

~ The GOSAFE Act and BUMP Act would protect communities from gun violence, while safeguarding Americans’ constitutional right to own a firearm for legitimate self-defense, hunting, and sporting purposes ~

WASHINGTON, DC – Senator Mazie K. Hirono (D-HI) joined Senator Martin Heinrich (D-NM) and other Senate colleagues in introducing the Gas-Operated Semi-Automatic Firearms Exclusion (GOSAFE) Act and the bipartisan Banning Unlawful Machinegun Parts (BUMP) Act, commonsense bills designed to protect communities from gun violence, while safeguarding Americans’ constitutional right to own a firearm for legitimate self-defense, hunting, and sporting purposes.

The GOSAFE Act would regulate the sale, transfer, and manufacture of gas-operated semi-automatic weapons, protect Americans’ Second Amendment Right, Limit high-capacity ammunition devices, outlaw conversion devices, and create a voluntary buy-back program.

The GOSAFE Act is led by Senators Heinrich, Angus King (I-ME), Mark Kelly (D-AZ), and Michael Bennet (D-CO). In addition to Senators Hirono, Heinrich, King, Kelly, and Bennet, this legislation is cosponsored by Senators Tammy Duckworth (D-IL), John Fetterman (D-PA), Tim Kaine (D-VA), Alex Padilla (D-CA), Ed Markey (D-MA), Jeanne Shaheen (D-NH), Chris Van Hollen (D-MD), Sheldon Whitehouse (D-RI), and Ron Wyden (D-OR).

The GOSAFE Act is endorsed by eight organizations including March for Our Lives, Sandy Hook Promise Action Fund, Everytown for Gun Safety, GIFFORDS, and American Federation of Teachers.

The BUMP Act seeks to prohibit the sale of bump stocks and other devices or modifications that allow semi-automatic firearms to increase their rate of fire and effectively operate as fully automatic weapons. Specifically, the BUMP Act amends the federal criminal code to prohibit the import, sale, manufacture, transfer, receipt, or possession of a device that is primarily designed, or redesigned, to materially increase the rate of fire of a semi-automatic firearm; a device, part, or combination of parts that is designed and functions to materially increase the rate of fire of a semi-automatic firearm; or a semi-automatic firearm that has been modified to materially increase the rate of fire of the firearm. Additionally, the legislation amends the Internal Revenue Code to add modified semi-automatic firearms to the list of firearms subject to regulation under the National Firearms Act.

The BUMP Act is endorsed by nine organizations including Everytown for Gun Safety, March for Our Lives, Newton Action Alliance, and Sandy Hook Promise Action Fund.

The BUMP Act is led by Senators Heinrich, Susan Collins (R-ME), and Catherine Cortez-Masto (D-NV).
